Gandhi wasn't a great sculpture or a conceptual painter, but he practiced art on different forms and levels. He started to move the wheels of the revolution. The statement above could be inspired by the futuristic movement which created an in-body revolutionary-integrated future including human and machine. The wheels are in a still motion; the world is frozen in a constant progress.
The need for a Change is a Natural process for human survival; always trying to predict a better future, seeking alternatives for the present being. Great people such as Gandhi or the visionary of the futuristic movement, Kazimir Malevich, and many others before and after, always craved for a change, for a better and brighter future.
